FAQs
Applicants with incomplete fingers on both hands and without missing all fingers or palm in one hand can apply for light or general heavy motorcycle driving license and small vehicle driving license with ordinary vehicle. If they do not have one of the following situations, they can also apply for driving license for large vehicle:
  1. Missing the thumb on both hands.
  2. Missing more than two knuckles on the index finger and middle finger on both hands.
  3. Either ring finger or little finger is completely missing on both hands or with complete functional disability as well as either index finger or middle finger is complete missing or with complete functional disability.
  4. Thumb and middle finger dystrophy on both hands with significant functional disability and are not able to bend and stretch freely.
  5. Index finger and middle finger dystrophy on both hands with significant functional disability and are not able to bend and stretch freely.
  6. Dystrophy below the carpal joint on either hand with significant functional disability and are not able to bend and stretch freely.
  7. Mutilated fingers or palm on both hands, and the grip on either hand is less than 15 kg.
  1. According to Article 66 of Regulations for Road Traffic Safety, “applicants can bring their own vehicles for the field test of motorcycle driving license and general small vehicle driving license and the rest shall be supplied by the highway supervision authority…”; that is, applicants can use their own vehicles for the test.
  2. Wheelbase for general small vehicle used for test: 2.3 meters≦wheelbase≦2.6 meters (reference value). If the vehicle you bring for the test is with wheelbase more than 2.6 meters, you can still use it for test but the difficulty in passing the test will be higher.
Applicants with one missing limb but are able to operate steering wheel freely after fitting assistive equipment can register light or general heavy motorcycle driving license test with automatic transmission cars or customized cars. Please comply with the following rules when registering small vehicle driving license test:
  1. Applicants with missing left hand or missing right hand and are able to deal with daily affairs independently without external force after fitting assistive equipment shall register license test in automatic transmission cars with a cramp ring mounted on the steering wheel.
  2. Applicants with missing left lower limb but healthy right lower limb and are able to move independently without external force after fitting assistive equipment shall register license test with automatic transmission cars.
  3. Applicants with missing left lower limb and functional disability on the right lower limb and are able to move independently without external force after fitting assistive equipment shall register license test with customized cars.
  4. Applicants with missing right lower limb but healthy left lower limb or functional disability and are able to move independently without external force after fitting assistive equipment shall register license test with customized cars.
  5. Applicants with other missing limbs and are able to move independently without external force after fitting assistive equipment shall register license test with customized cars.
Applicants with missing limbs specified on paragraph 1 to 4 above and are granted general small vehicle driving license for more than 3 months can register small commercial vehicle driving license test.
  1. Applying for learner’s permit (not applicable to driving license for motorcycle).
    1. Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).
    2. Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    3. One driving license registration form with qualified health examination and physical fitness test.
      1. Please go to public hospitals, public health centers, or hospitals, clinics and groups entrusted by motor vehicles offices for health examination and physical fitness test.
      2. The result of health examination will be valid for one year.
    4. Fee: NT$100
    5. Applicants must be at least 18 years old.


  2. Automobile driving license test registration.
    1. Required documents:
      1. Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).
      2. Learner’s permit (experience in learning to drive for more than 3 months).
      3. Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
      4. One driving license registration form with qualified health examination and physical fitness test.
      5. Registration fee: NT$450
        Driving license fee: NT$200
    2. Notes:
      1. Applicants who apply for general driving license test must be at least 18 years old (other than foreign spouses, foreigners are forbidden to apply for professional driving license).
      2. Driving license will only be issued after passing both written exam and road test. For those who fail written exam or road test, they have to wait for 7 days before submitting the application again.
      3. The results of health examination and written exam will be valid for one year.


  3. Motorcycle driving license test registration.
    1. Required documents:
      1. Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).
      2. Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
      3. One driving license registration form with qualified health examination and physical fitness test.
      4. Registration fee: NT$250
        Driving license fee: NT$200
    2. Notes
      1. Applicants must be at least 18 years old.
      2. Drivers who have granted vehicle driving license can ride light motorcycle.
      3. Driving license will only be issued after passing both written exam and road test.
        • Drivers with light motorcycle driving license can be exempted from written exam when they apply for general heavy motorcycle driving license (with a cubic capacity exceeding 50 cm³ and less than 250 cm³).
        • To register large heavy motorcycle (with a cubic capacity exceeding 250 cm³) driving license test, applicants must be at least 20 years old, completing the training at a legal driving training institution, and pass physical fitness test.
      4. For those who fail written exam or road test, they have to wait for 7 days before submitting the application again.
      5. The results of health examination and written exam will be valid for one year.

Notes:
  1. Applicants must be at least 18 years old.
  2. Applicants can apply for reissuance of the lost learner’s permit (must be within the expiration).
  3. Application for learner’s permit will not be subject to the location of household registration, and application can be submitted at the local highway supervision authority.
  4. The validity of learner’s permit is one year after the permit collection date.

Notes:
  1. Applicants for motorcycle driving license test must be at least 18 years old; no limitation on the maximum age.
  2. Motorcycle driving license test will not be limited by the location of household registration.
  3. Drivers with vehicle driving license can ride light motorcycle.
Application procedure:
  1. One “automobile (motorcycle) driving license registration form” (health examination form); please fill out the personal information required in the form carefully and paste 2 one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
  2. Health examination and physical fitness test shall be done by public hospitals or health authority or the hospitals, clinics, and groups appointed by the highway supervision authority.
Approval standard:
  1. Health examination:
    1. Vision: Naked vision on both eyes is 0.6 or above, and the vision on each eye is 0.5 or above or vision on both eyes after correction is 0.8 or above, and vision on each eye is 0.6 or above.
    2. Color vision: Able to distinguish red color, yellow color, and green color.
    3. Hearing: Able to distinguish sounds.
    4. Limbs: Healthy without any missing.
    5. Mobility: Nimble body and limb joint movement.
    6. Disease: No epilepsy(those who have a diagnosis certificate issued by a medical institution doctor that has not occurred for more than 2 years are not limited by this.) or other diseases that will affect driving.
    7. Others: No alcohol, anesthetic and stimulant poisoning.
  2. Physical fitness test:
    1. Left and right visual fields are all above 150 degrees.
    2. No night blindness.
Validity:
Within one year after the examination passing date; it will not be effective if overdue.

Fee:
NT$150.
  1. The academic subjects and teaching hours shall be delivered at driving school for large heavy motorcycle:
    1. Large heavy motorcycles with a cubic capacity not exceeding 550 cm³: The academic subjects include 1-hour driving ethics, 2-hour road traffic management regulations (Road Traffic Management and Penalty Act, Regulations for Road Traffic Safety, Highway Traffic Control Regulations, and Rules for Road Traffic Signs, Marked Lines, and Signals Installation), and 1-hour vehicle construction and knowledge for repairs; 4 hours in total.
    2. Large heavy motorcycles with a cubic capacity exceeding 550 cm³:The academic subjects include 2-hour driving ethics, 7-hour road traffic management regulations (Road Traffic Management and Penalty Act, Regulations for Road Traffic Safety, Highway Traffic Control Regulations, and Rules for Road Traffic Signs, Marked Lines, and Signals Installation), 1-hour vehicle construction and knowledge for repairs, 2-hour accident prevention and handling, 2-hour driving principle and method (including safe driving), and 1-hour first-aid knowledge; 15 hours in total.


  2. 14-hour driving training at the venue for skill test (including driving simulation) and basic driving practice and 14-hour applied driving practice.

  3. Skill subjects training items: Picking-up and racking, balance driving in a straight line, driving on a ramp way, railroad crossing, zebra crossing, intersection, driving in a circle, braking on a straight line, slowing down on a curve and stop, driving through continuous barriers, hook turn training, responsive driving training, and driving on the ring road.

  4. Items for skill test: Picking-up and racking, balance driving in a straight line (if failed at the first time, one re-test is allowed), driving on a ramp way, railroad crossing, zebra crossing, intersection, driving in a circle, braking on a straight line, driving on the ring road, and other operational skills.
Following qualifications are required for large heavy motorcycle driving license test:

Age:
Applicants who apply for large heavy motorcycle driving license must be at least 20 years old; no limitation for the maximum age.

Experience:
Applicants who apply for large heavy motorcycle driving license must have general heavy motorcycle driving license for more than one year as well as certificate of training completion at driving training institutions that are legally registered.

Physical fitness: 
Applicants who apply for large heavy motorcycle driving license must pass physical fitness test.
  1. Other than the original subjects for road test, test of “balance driving on straight line” is added.

  2. The lane used for straight line balance driving is 15 meters in length and 40 centimeters in width. Applicants must not drive through it less than 7 seconds, and both front and rear wheels must be kept within the edge of lane with no foot touching the ground. For those who fail it at the first time, they will be given one additional chance.
  1. Required documents:
    1. Original copy of national I.D. card or household registration certificate (plus other photo identity documents, such national health insurance card, passport, military I.D. card or driving license) or original copy of alien residence permit.
    2. The obtained original copy of driving license.
    3. For change application by post, please provide one photocopy of front side and back side of driving license for the supervision authority to write down the new address according to I.D. provided on the column of “address change” on the photocopy of the driving license.

  2. Bring all the required documents to the service desk at the highway supervision authority, pick up a number and wait for your turn, or submit the application by post.

  3. Notes:
    1. Please pay off the fines if there is any violation of road traffic management.
    2. License renewal will be required if the column of “address change” on the back of the driving license is full and please pay NT$50. An additional fee of NT$200 for license renewal will be imposed if the driving license is due.
General driving license and motorcycle driving license that are newly-issued or have been granted on or before July 1st, 2013 will be exempted from renewal. (Foreigners who have not obtain alien residence permit, people from Mainland China, residences in Hong Kong or Macau or nationals with no household registration in the Taiwan area who obtain driving license in our country, and those who are punished permanently prohibited from driving license test apply for re-test and obtain one-year driving license shall maintain the regulation of periodic renewal. )

Required documents:
  1. Original copy of any of the following identity documents:
    National I.D. card, Military I.D. card, alien residence permit or another valid driving license. (Photocopy will be acceptable if the applicant submits the application in person.)
  2. The obtained driving license.
  3. One one-inch color photo with glossy single-color background, without wearing hat, with clear facial features, bust shot, and was taken within past 2 years. Do not use image synthesis.

Fee: 
Driving license fee: NT$200.

Notes:
  1. Please pay off any outstanding fine for violations or road safety seminar penalties before applying for license renewal.
  2. If the professional driving license is due for the date of reviewing, please deal with the driving license reviewing at the same time.
According to Article 52 of Regulations for Road Traffic Safety, the validity of driving license:
  1. From July 1st, 2013, general driving licenses that are newly is-sued or have been granted are exempted from periodic renewal. The driving license will continue being valid after expiration and no license renewal will be required. The same rule applies to alien residence permit grained to foreigners.
  2. Drivers who are punished permanently prohibited from driving license test apply for re-test will be granted driving license with one-year validity if they pass the reviewing.
  3. Foreigners, people from Mainland China area, residents in Hong Kong or Macau, or nationals without household registration in the Taiwan area who obtain the driving license in our country shall renew the license every 6 years.
  4. Drivers at a specific age or above who apply to another rule for the validity of driving license and license renewal should follow the additional rule accordingly.
  5. Vehicle drivers shall apply for license renewal to the highway supervision authority within one month before or after expiration. Except the provision of exemption from license renewal specified above, drivers who fail to renew the license after expiration shall not be allowed to drive.
According to Article 22 of Road Traffic Management and Penalty Act, a fine of NT$1800~3600 will be imposed if driving with overdue driving. Drivers will then be forbidden from driving and the license will be withheld.
Written exam:
It includes traffic regulations and mechanical knowledge; exam for mechanical knowledge will be waived for those who apply for general driving license.

Road test:
  1. Test items for motorcycle driving license:
    1. Railroad crossing.
    2. Zebra crossing.
    3. Intersection.
    4. Balance on a straight line.
    5. Two-stage left turn.
    6. Changing lanes.
    7. Stop and go.
    8. 90-degree turn.
  2. Test items for vehicle driving license:
    1. Reverse into a garage.
    2. Driving forward and backward on a curving road (no point deduction for touching sensor line when reversing on small vehicle driving license test).
    3. Parallel parking at roadside.
    4. Turning round in a curved alley (not applicable to small vehicle driving license test).
    5. Narrow bridge (not applicable to small vehicle).
    6. Ascending and descending slope.
    7. Stable gear changing test.
    8. Zebra crossing.
    9. Railroad crossing.
    10. Intersection.
    11. Road test.


Approval standard:
The highest score for each subject is 100 and the standard need to be passed is 85 for traffic regulations, 60 for mechanical knowledge, and 70 for road test. Applicants who do not pass written exam will not be allowed to participate in the road test.

re-test:
Application for re-test for written exam or road test must have an interval from the last test of at least 7 days.

Notes:
Drivers who have granted general driving license for more than 3 months can register the professional driving license test at the same level of vehicle type. Other than the qualification required, they shall sit for the subjects for professional driving license test. The subject for written exam is mechanical knowledge and the items for road test is driving forward and backward on a curving road as well as turning round in a curved alley.
Required documents:
  1. Any of the following identity documents (original copy): National I.D. card, military I.D. card, alien residence permit, or another valid driving license.
  2. Damaged driving license (not applicable to the lost).
  3. Two 2-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
  4. One automobile (motorcycle) driver reviewing and change registration form.
Fee:
Driving license fee: NT$200.

Notes:
  1. Please pay off any outstanding fine for violations or road safety seminar penalties before applying for license reissuance.
  2. If the professional driving license is due for the date of reviewing, please deal with the driving license reviewing at the same time.
  3. If it is entrusted to other person to submit the application, the entrusted person should bring the original copy of national I.D. card for verification.
According to Article 61.1.4 of Regulations for Road Traffic Safety, “drivers who have obtained small vehicle driving license can use it for light motorcycle”.
Required documents:
  1. Original driving license.
  2. Original I.D. card or one photocopy of front side and back side of I.D. card.
  3. Three one-inch color photos with glossy single-color back-ground, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image syn-thesis.
  4. Qualified “health examination form for professional automobile drivers over 60 years old” issued by hospitals approved by the central health competent authority.

Fee:
NT$200.

Notes:
Professional drivers who are 60 years old can renew the license with validity of one year until 65 years old if passing health examination according to Article 64-1 of Regulations for Road Traffic Safety. Professional drivers who are more than 65 years old can renew the license with small vehicle professional driving license of one-year validity if the driver is not punished with license withdrawal or suspension in the previous year and have passed health examination according to Article 64-1 of Regulations for Road Traffic Safety; until 68 years old.
The application of vehicle license tax exemption for people with disability shall comply with the following:

People with disability who obtain driving license:
  1. If the disabled who can drive and has a vehicle, please submit one copy of each of the following documents to the local tax collection.
    1. Driving license.
    2. Disability identification.
    3. Household Registration Certificate.
    4. Vehicle registration certificate.
  2. If the disabled no longer has the ability to drive:
    1. Please submit one copy of each of the following documents to the supervision authority to apply for “proof of not competent in obtaining driving license”.
      1. Affidavit for voluntarily revoking driving license.
      2. Original driving license.
      3. Disability identification.
      4. I.D. card
    2. After obtaining “proof of not competent in obtaining driving license”, please submit one copy of each of the following documents to the local tax collection.
      1. Disability identification.
      2. Household Registration Certificate.
      3. Vehicle registration certificate.
People with disability who are not able to apply for driving license:
  1. Please submit one copy of each of the following documents to the supervision authority to apply for “proof of not competent in obtaining driving license”.
    1. Disability identification.
    2. I.D. card.
  2. After obtaining “proof of not competent in obtaining driving license”, please submit one copy of each of the following documents to the local tax collection.
    1. Disability identification.
    2. Household Registration Certificate.
    3. Vehicle registration certificate.
It will be remarked on the column of license holding condition on the driving license according to the examination record from the disability assessment team.
For non-R.O.C. nationals, it shall be handled according to the principles of equality and mutual benefit.

Required documents:
It shall be applied for within one year after entry date.
  1. Identity documents (original copy and photocopy).
  2. Entry and exit record.
    1. Nationals with R.O.C. household registration in the Taiwan area should submit national I.D. card or military I.D. card.
    2. People who hold formal driving licenses issued by foreign government, in Mainland China area, Hong Kong or Macau and have obtained staying permit or residence permit for more than 6 months.
  3. Three one-inch color photos with glossy single-color back-ground, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image syn-thesis.
  4. Original copy and photocopy of the passport.
  5. Original copy and photocopy of official and valid foreign driving license.
  6. Automobile (motorcycle) driving license registration form with qualified health examination sheet.
Fee:
Driving license fee: NT$200.

Notes:
  1. If the driving license is in a foreign language except English, a copy of translation in Chinese shall be provided and it must be verified by our embassy, representative office, the office or by domestic public notary.
  2. Driving licenses issued in Mainland China area shall be verified by the institutions established or appointed by Executive Yuan or private groups entrusted. After passing written exam, people from Mainland China could apply for the driving license in our country.
  3. Driving licenses issued in Hong Kong or Macau should be verified by the institutions established or appointed in Hong Kong or Macau by Executive Yuan or private groups entrusted.
  4. Driving licenses issued by other countries or regions shall be verified by our embassies, representative offices, offices, or other institutions authorized by Ministry of Foreign Affairs, or foreign institutions in Taiwan that are authorized by foreign embassies in Taiwan, foreign governments or regions and agreed by Ministry of Foreign Affairs in our country for handling the business of document verification.
  5. According to the official letter from Ministry of Transportation and Communications, the principles of handling the exchange of motorcycle driving licenses issued by the governments in our reciprocal countries for the motorcycle driving license in our country are “if the driving license issuing country does not handle it according to the level of engine displacement or horse-power, it can be exchanged to the general heavy motorcycle driving license in our country based on the above regulations. If a driving training certificate on large heavy motorcycle for more than 32 hours but less than 43 hours is provided, a driving license for large heavy motorcycle with a cubic capacity not exceeding 550 cm³ will be issued. However, a driving license for large heavy motorcycle with a cubic capacity exceeding 550 cm³ will be issued if a driving training certificate on large heavy motorcycle for more than 43 hours is provided.

  1. Original copy of national I.D. card or alien residence permit.
  2. Original copy of the obtained driving license (within expiration or reviewing before overdue).
  3. Copy of passport (or name in English provided; it has to be the same as that on the passport).
  4. Two 2-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
  5. Driving license fee: NT$250.
Required documents:
  1. Original copy of I.D. card.
  2. Certificate of discharged military driver for license exchange.
  3. Three one-inch color photos with glossy single-color back-ground, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image syn-thesis.
  4. One “ordinary vehicle driving license registration form” or “professional vehicle driving license registration form” (must pass health examination).

  1. Certificate of discharged military driver for license exchange will only be valid within one year after issuance.
  2. Applicants who obtain small vehicle general (professional) driving license before military service and are granted certificate of discharged military driver for truck after completing military service must hand in original small vehicle general (professional) driving license when exchanging the license and directly apply for the general (professional) driving license in the same type of vehicle on the military certificate.
Applicants who would like to register for small vehicle professional driving license shall obtain small vehicle general driving license for more than 3 months, at least 20 years old, and must sit for the written exam for professional driving license (mechanical knowledge). After passing the written exam, they should participate in road test (driving forward and backward on a curving road & turning round in a curved alley). For those who use automatic transmission cars for test, they should be tested hill start and 7)Stable gear changing test.

  2. Original copy of national I.D. card.

  2. If the professional vehicle driving license is due for reviewing and is revoked for ordinary vehicle driving license, health examination can be waived.
  3. If the professional vehicle driving license is overdue but the overdue is less than one year, no need to submit health examination. The general driving license will be issued after paying off the fines.
  4. Bring all the other required documents to the service desk at highway supervision authority; take a number and wait for your turn.

Notes:
  1. If the professional vehicle driving license is overdue to reviewing for more than one year and the driving license is revoked, applicants can apply for ordinary vehicle driving license in the same type of vehicle with the experience in professional driving.
  2. For exchanging professional driving license for ordinary driving license, the license will be issued without reviewing procedure if the professional driving license is within the reviewing date. If it is over the appointed reviewing date but less than one year and is not involved with any reviewing extension specified on Article 54 of Regulations for Road Traffic Safety, a fine of NT$300 will be imposed without needing reviewing application. The ordinary driving license will be issued after paying off the fine.

  1. Original copy of national I.D. card or one photocopy of front side and back side of the I.D. card.
  2. The obtained driving license.
  3. One qualified health examination form (only valid within three months; it shall be done by public hospitals or the hospitals, clinics, and groups appointed by health authority or supervision authority).
Application procedure:
Please go to public hospitals or health authority or the hospitals, clinics, and groups appointed by the highway supervision authority for health examination first. After passing the examination, please bring all the required documents to the counter for driver management at the highway supervision authority.

Notes:
  1. Please pay off the fine if there is any violation of road traffic management.
  2. Drivers who hold professional vehicle driving license should apply for reviewing every three years from the certificate-issuing date. A fine of NT$300~NT$600 will be imposed for overdue more than one month; the driving license will be revoked if the overdue is more than one year. The driving license revoked due to overdue can be exchanged for ordinary driving license for the same type of vehicles.
For overdue reviewing caused by hospitalization, please submit your hospital discharge certificate along with other documents required for reviewing to the motor vehicle office within 6 months to deal with reviewing application. If it is not handled within 6 months, the post-registration will not be accepted.
Qualification:
  1. Age
    1. To register ordinary driving license test, light or general heavy motorcycle driving license test, the applicant must be at least 18 years old. No limitation on the maximum age.
    2. To register large heavy motorcycle driving license test, the applicant must be at least 20 years old. No limitation on the maximum age.
    3. To register professional driving license, the applicant must be at least 20 years old. The maximum age is 65.
  2. Experience
    1. No requirement for light or general heavy motorcycle driving license test.
    2. To register large heavy motorcycle driving license test, the applicant must obtain general heavy motorcycle driving license for more than one year and complete driving training in a legal driving training institution.
    3. To register small vehicle ordinary driving license, the applicant must have learner’s permit for more than three months.
    4. To register small vehicle professional driving license test, the applicant must have learner’s permit for more than six months.
    5. To register truck ordinary driving license test, the applicant must have small vehicle ordinary driving license for more than one year.
    6. To register truck professional driving license test, the applicant must have small vehicle professional driving license for more than one year.
    7. To register large passenger ordinary driving license test, the applicant must have truck ordinary driving license for more than one year or small vehicle ordinary driving license for more than two years, and complete the driving training of small vehicle directly upgrading to large passenger vehicle in a legal driving training institution.
    8. To register large passenger professional driving license test, the applicant must have truck professional driving license for more than one year or small vehicle professional driving license for more than two years, and complete the driving training of small vehicle directly upgrading to large passenger vehicle in a legal driving training institution.
    9. To register trailer ordinary driving license test, the applicant must have large passenger ordinary driving license for more than one year or truck ordinary driving license for more than two years.
    10. To register trailer professional driving license test, the applicant must have large passenger professional driving license for more than one year or truck professional driving license for more than two years.
If the experiences specified above are completed in the public or legal private driving training institutions following the regulations set in Guidelines of Training Institution for Public Vehicle Drivers, it should be verified and approved by Ministry of Transportation and Communications according to the quantity of vehicles used for coaching registered on the registration certificate. No limitation shall be bounded, and group registration is acceptable. The same rule applies to the submission by the highway supervision authority at municipals to Ministry of Transportation and Communications for approval. Drivers holding ordinary driving license for more than three months can register the professional driving license on the same type of vehicle. Other than the registration requirements, they should pass the supplementary subjects for written exam and items for road test.

Required documents:
  1. National I.D. card or military I.D. card or alien residence permit (all in original copy).
  2. Certificate required (learner’s permit or the obtained driving license).
  3. One “ordinary (professional) driving license registration form” with qualified health examination and physical fitness test.
  4. Three one-inch color photos with glossy single-color back-ground, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years; the same as the photo provided on the “ordinary (professional) driving license registration form (health examination form). Do not use image syn-thesis.

Counter at Driver Management Section at highway supervision authority.

Fees:
  1. Registration fee: NT$450
  2. Charge of vehicle used for test.
    1. Motorcycle: It will be charged according to the market price for 1-liter unleaded gasoline #95. It will be waived for those who bring their own vehicles.
    2. Small passenger vehicle and small truck: It will be charged ac-cording to the market price for 4-liter unleaded gasoline #95. However, extra 2-liter gasoline will be charged if the small passenger vehicle is appointed to participate in the items appointed by Ministry of Transportation and Communications. It will be waived for those who bring their own vehicles.
    3. Large passenger vehicle and large truck: It will be charged ac-cording to the market price for 8-liter premium diesel.
    4. Trailer: It will be charged according to the market price for 10-liter premium diesel.
Notes:
  1. Applicants who register various automobile or motorcycle driving license tests will not be limited by the location of household registration.
  2. The validity of health examination and physical fitness test will be one year after the passing date. It will be invalid if overdue.
  1. Applicants who pass written exam but fail road test in the automobile (motorcycle) driving license test can be exempted from written exam on the next test application. The period of exemption is one year.
  2. Applicants who fail to pass written exam or road exam in the automobile (motorcycle) driving license test must re-apply for the test after seven days.
Written exam can be replaced with oral test. If the applicants are deaf-mutes, sign language can be used instead.
In order to coordinate the re-classification of the heavy motorcycles and consider the rights and interests for the current heavy motorcycle driving license holders, it was added that drivers who obtain the heavy motorcycle driving license before July 1st, 2002 shall change it to general heavy motorcycle driving license before the expiration on the license. Besides, considering the demand of driving examiners, driving coach training and police on traffic duty after launching license plate application for large heavy motorcycles, the drivers who have received and passed the large heavy motorcycle driving training courses held by Highway Bureau, MOTC or police agency can change their licenses to large heavy motorcycle driving license after being approved by Ministry of Transportation and Communications.
  1. Drivers who have obtained heavy motorcycle driving license before July 1st, 2002 shall change the license to general heavy motorcycle driving license before the expiration on the license.
  2. Drivers who have obtained heavy motorcycle driving license before July 1st, 2002 and who have received and passed the large heavy motorcycle driving training courses held by Highway Bureau, MOTC or police agency can change their licenses to large heavy motorcycle driving license after being approved by Ministry of Transportation and Communications.
  3. Owners of heavy motorcycles with a cubic capacity exceeding 250 cm³ and have obtained heavy motorcycle driving license before July 1st, 2002 can change the license to large heavy motorcycle driving license.
If the naked vision on the better eye of the people with visual impairment is 0.6 or above or 0.8 or above after correction, they can only register light or general heavy motorcycle driving license test. If their visual field is more than 150 degrees, they can register small vehicle ordinary driving license.
According to Article 60.1.1 of Regulations for Road Traffic Safety, applicants who apply for ordinary driving license or motorcycle driving license must be at least 18 years old. Currently, there is no regulation about lowering the limitation on age.
  1. It can be handled online, at the counter, and by post:
    1. Online: Please visit https://www.mvdis.gov.tw, register as a member and upgrade to formal member before you can deal with information change on line.
    2. At the counter: Please fill out “adding residence and employment” application at the highway supervision authority. It can be submitted in person or by an entrusted person (driver’s dual certificates and the identity of the entrusted person will be verified).
    3. By post: The application can be submitted through mail, fax, and email. Please enclose the photocopy of front side and back side of I.D. card and driving license for verification of driving license registration.
  2. After adding the address of residence or employment, the highway supervision authority will use the residence or employment address to deliver various notices of convenience service and legal administrative documents issued according to Road Traffic Management and Penalty Act.
  1. Since July 1st, 2013, the various ordinary driving license and motorcycle driving license that are newly issued or have grant-ed will be exempted from license renewal except the situations mentioned on the next paragraph. Driving license will still be valid for driving after expiration.
  2. Professional drivers, foreigners who have not obtain alien residence permit, people from Mainland China, residences in Hong Kong or Macau or nationals with no household registration in the Taiwan area who obtain driving license in our country, and those who are punished permanently prohibited from driving license test apply for re-test and obtain one-year driving license shall maintain the regulation of periodic renewal. They should apply for renewal before expiration. According to Article 22.1.6 of Road Traffic Management and Penalty Act, drivers who drive with overdue driving license will be fined NT$1800~NT$3600 and shall be forbidden from driving.
If the vocal and speech function on people with vocal and speech impairment are totally lost and unable to communicate with people by voice (severe disability), they can only apply for motorcycle driving license and small vehicle driving license.
The reviewing can be applied for if the overdue on the professional driving license is within one month. A fine of NT$300 will be imposed for overdue more than one month and less than one year. Professional driving license will be revoked if the overdue is more than one year, but drivers can change the license to ordinary driving license. No driving is allowed before the application of ordinary driving license with the revoked professional driving license.
If the hearing loss on the better ear after correction is 90 dB or above for those who have hearing impairment, they can only apply for motorcycle driving license and small vehicle driving license.
