Highway Bureau, MOTC
The Highway Bureau is committed to provincial highway engineering, highway transportation management and highway supervision, simplifying administration and facilitating the people. The business scope is divided into three categories: road engineering, road transportation and road supervision, providing convenient and safe services for the public.
Service Items
  1.  Upon completing vehicle registration changes—such as filing for non-operational status, surrendering license plates, or license cancellation—a refund application may be submitted simultaneously if an overpayment of Highway Usage, Maintenance, and Safety Management Charges is verified. Applicants may choose to receive a refund voucher or request a direct credit to their designated bank account.
  2.  For vehicle owners who do not apply for a refund during the registration change process, the Motor Vehicles Office will perform periodic batch processing and proactively mail out refund vouchers.
  3.  In the event of a duplicate payment of Highway Usage, Maintenance, and Safety Management Charges, the vehicle owner may submit a refund application to the Motor Vehicles Office. Additionally, the Motor Vehicles Office will regularly identify such cases through batch processing and issue a duplicate payment notice or refund voucher.
  4.  Please note that refund vouchers are non-negotiable and must be deposited into a personal bank account for encashment.
  5.  The validity period for redeeming a refund voucher is three months from the date of issuance. If a voucher has expired, please contact the Motor Vehicles Office for further assistance.
