  •  Why am I required to pay the Highway Usage, Maintenance, and Safety Management Charges? 
    1. According to Paragraph 1, Article 27 of the Highway Act: "To finance expenditures required for highway maintenance, construction, and safety management, highway authorities may collect charges at rates not exceeding 25% of the fuel import or ex-factory price." As the competent authority under the Highway Bureau, Ministry of Transportation and Communications (MOTC), the Kaohsiung City Motor Vehicles Office is mandated by law to collect these charges from vehicle owners. These funds are dedicated to ensuring the sustainability and safety of our national highway infrastructure.
  •  What should I do if I do not reside at my household registration address and missed the payment notice? 
    1. Except for juridical persons (corporate entities), vehicle owners may submit an application to change their mailing address. This ensures that all official notifications, including those for Highway Usage, Maintenance, and Safety Management Charges, are delivered to your current residence. 
  • Can I use the same automatic transfer system used for Vehicle License Tax to pay these charges? 
    1. Yes. To provide diverse and convenient payment options, an automatic transfer system through financial institutions has been available since 2004.
    2. Commercial Vehicles: Deductions are made quarterly (Spring: March 31; Summer: June 30; Autumn: September 30; Winter: December 31).
    3. Private Vehicles: Deductions are made annually on July 31. Currently, all transaction commissions for this service are covered by our office. Please Note: If any vehicle status changes occur—such as a transfer of ownership, revocation, cancellation, or suspension—our office will proactively terminate the automatic deduction. To apply, please download the Letter of Authorization for Direct Debit of Highway Usage, Maintenance, and Safety Management Charges from our website and submit it at least one month prior to the next scheduled deduction date.
  • I have already paid the charges for this year. Why did I receive a second payment notice?
    1. The Highway Usage, Maintenance, and Safety Management Charges for private vehicles are levied on July 1 each year. To ensure notices reach owners by June 30, the files must be prepared for printing and mailing well in advance. Due to this processing lead time, owners who recently completed a vehicle transfer (and paid the charges during that process) may still receive a pre-printed notice. In such cases, please retain your original payment receipt and disregard the second notice.
